CCTV-Surveillance system installed in the City of HuaLian JiAn
Hualien County is approximately 4628 sq. km and has a population of about 350,000. Four hundred years ago, the Portuguese sailors went past the East Coast of Taiwan, fascinated by its beauty, and called it "FORMOSA." Hualien County, facing the immense Pacific Ocean in the east and leaning against the grand Central Mountain Range in the west, is famous for its beautiful scenery. The natural resources in Taroko National Park, East Coast National Scenic Area, East Rift Valley Scenic Area and Yushan National Park make Hualien the most beautiful county in Taiwan. Every year, hundreds of thousands of visitors visit Hualien County. To aid police and other emergency personnel in an effort to increase public safety during the Vacation, the City of HuaLian Jian decided to install a CCTV-Surveillance system. With little time remaining and a challenging topography that extended from riverfront areas into a maze of side streets, officials knew they needed something other than a conventional CCTV Management software solution.
The local police realised the need to implement a video surveillance system to combat petty crime and maintain control over areas that were difficult to monitor with police presence.
At the same time, the HuaLian Jian Town also needed to improve its traffic control centre and monitoring system by selecting a product that was simple to implement and would enable to access real-time traffic and road condition information.

Solution
System Service implemented an CCTV surveillance system based on EverFocus PTZ and 560TVL Polestar series cameras. The system consists of over 90 Cameras deployed in various critical areas, and 32 DVRs. All the PTZ cameras were installed in external environments and were equipped with D/N function to permit night-time recording. The images are viewed in real time from the local police station of the HuaLian Jian Town and recorded on servers positioned in a secured room accessible exclusively to authorized personnel.
Also, EQ550 Polestar series cameras were installed on public transportation to protect key infrastructures. Public transportation authorities work closely with police agencies to provide video evidence for a wide range of incidents, from minor accidental to major terrorist attacks.
EverFocus PowerCon 4 network management software and DVR series developed a public Internet site in Jian Town. There are now more than 90 cameras broadcasting live from the roads and byways of Jian Town every day and the system has expanded to more than 20 town and local public cameras throughout the HuaLian metropolitan area. This helps area traffic flow more smoothly and enables to react more quickly in emergency situations.
Result
The first phase of the project included monitoring of several key city areas - all entrances and exits, the local market, all major crossroads in the town centre, Seven schools and a social services' residential complex. This step of the system implementation was completed successfully in 2006 and the security team command centre has already full visual access to key city areas. Over 90 cameras in total were installed around the town 48 EPTZ3000 PTZ, 42 EQ550 Polestar series cameras, and EDSR1600 (16CH real-time recording network DVR).
The system is fully operational and has demonstrated excellent functionality, performance and reliability.
